Is this legal, I thought fake suppressors on real guns were still deemed suppressors?

Sure it's legal.
Note the barrel is COVERED by the fake can.  As long as you don't drill the barrel or use any baffles, you are safe.

Also note: The Vector V53 and other clones, use an 8"-10" barrels with a PINNED on FAKE can.

FYI, I've seen barrels threaded by 2 prominent sellers on ebay, "tractormandan" "hi-desertdog" and
both were nice specimens.  I bought a SS barrel from hi-desertdog and I'm currently using it with
my Gemtech Outback II and TAC16.  It's threaded to AR specs, .630" from the muzzle to barrel
shoulder, I believe, instead of  the GT outback II's spec of ~.400" so I picked up a .230 spacer
for it.   You might want to check the length of the threads with the seller.

Not really.  I personally think the GT is quieter than the tac16 on both my 10/22 and
22/45.   Plus, it looks REALLY silly on my 22/45. ;-)

You will find some of those barrels are threaded up about 6" from the muzzle as well.
