does a firearm have to be on the C&R list to be able to ship to a C&R holder or does the firearm just have to be over 50 Years Old?

Either one or the other are GTG.  Milsurps have to be in issued configuration and I'm not sure if the 50 yr rule overrides that requirement.  My belief at the moment is that is does not so sporterized milsurps aren't C&R to my understanding.  I would love to be proven wrong on this if someone has documentation to the contrary.
