Assuming AWB sunset, is a 14.5 threaded barrel with a 2.5" flash hider still considered an SBR bbl or does the flash hider need to be permanently installed?

Dammit Joe, that's a flash suppressor, not a flash hider.

And, it only has to be 1.5 inches if your barrel is 14.5.
