He can sign bills as soon as he gets them.

You're thinking about bills that are passed by the legislature that don't get vetoed. Those become enacted in August, on the 28th, whether the governor signs them or not (unless a bill includes an emergency clause that would immediately enact all or part of it upon the governor's signature).
