A good manufacturer would do that. Others will try to shim the barrel or some other half-assed method to save a buck.
I know it's not ideal to have the aperture way over to one side, but if you can get it sighted-in the adjustable sight did its job properly. Camp Perry aspirations aside, how many times down the road are you ever going to mess with the windage on your iron sights?
