I can't believe I don't already know this one....

In AL does a muzzle device count towards barrel length? ie: if i have an ak-47 with a 12" barrel and a 4" muzzle device totaling 16" is it legal? i'm thinking yes. but i want to double check before i start building my next build.

Not just in AL, but in the whole USA. It must be permanently attached to make 16 inches overall barrel length unless you sbr which we can't in AL, or its a pistol build.

transferrable full autos should be allowed a 16" or less barrel length.

It seems funny to enforce one and not the other.

They are allowed as they are considered machine guns and registered as such.
A machine gune can have any length barrel you want it to have. arolfsen just asked
about barrel length and didn't specify if it was a MG or not. Just because it is Class 3
doesn't automatically make it a MG. A SBR or SBS is not a machine gun.
