I've been thinking about going to elk neck (de resident) what exactly is a range permit, and do I need one.

Yes you need a range permit. Its real eazy, you can pay $10.00 for the day or get a year pass for $50.00. There is a honor system box you can pay for either pass there at the range.
Dont forget to bring a target stand, there are none available. |
