Landlords can't raise rents.  If I remember correctly, Saint Paul's new law is so bad because landlords can't even raise rents to match the Fed's insanely low inflation numbers.  A lot of developers have already told the city they're stopping work on apartment buildings because no one in their right mind would buy the completed building from them.

I think that they put a cap on how much rent can be increased over a given amount of time, and that cap is low enough that over time they won't be able to cover their costs. This is all after more than a year of not being able to evict tenants for non-payment.

Sounds like an "ism" to me. Communism, Socialism something along those lines. So landlords go broke=empty housing units=people have no place to live=Gubbermint buys empty housing so people can have a place to live=tax payers footing the bill. I fucking love it!
