I dunno.  I think that you can apply any time.  I called the Hennepin Co. Sheriff's office the other day to ask some questions about CCW & they didn't say anything about not applying before 5/28, so I think that you can apply any time.

Presumably we cannot carry before 5/28.

No, you have to wait until the 28th, because they have 30 days to deny you the conceal carry license..............my appointment with the Ramsey cty. Sheriff is at 10 am on the 28th....you actually have to make an appointment in Ramsey county.........also download the application and fill it out before you get there......www.bca.state.mn.us/permittocarry/

Out of curiosity, what is Ramsey County charging for the permit?  I live in Hennepin County and I see that the charge went up from $75 to $100.  Another money maker for the state I see!?  I think I know the reason that people need to make an appointment in Ramsey County.  It slows down the process!  A lot of people will say screw it when they see they have to pay $100 AND make an appointment to submit the application during WORKING hours Monday through Friday.  Concealed carry reform passed in Minnesota, but the LEFT WING brainwashed idiots will still do their part to make it dificult.

If you apply before the 28th, the old statute is in effect not the new one........
