I have an individual in TN that sold a receiver to a customer of mine here in CT. The receiver that we got in the mail is not the right one. Do I have to ship to an FFL in TN or can I send it back to the seller?

My vote is back to seller because there is no transfer taking place.
I can ship my receiver to the MFR or a gunsmith and they can ship it right back to me, for the same reason. I don't have an FFL. |

Too late, you have it so it has to go on your book. Send it back to an FFL in TN, dont take a chance.
IIRC only an 07 would be able to send it back to the individual and even that would be sketchy in this case because you are not repairing or completing some other "manufacturing" process. |
