Who knows when this was actually made? The metadata for the document shows that it was created on 4/5/13 at 10:09:48AM and last modified on 4/5/13 at 10:35:22AM.

Don't take the word of the State Police as to what is and is not legal.  The statute controls -- not their opinion which is often wrong about these types of things (e.g. open carry).

I don't understand what you are saying here.  Your lowers have to registered regardless of the presence of a pistol grip.  The State Police cannot make law by pronouncement.

Here is the registration form. I just received it from Mike at Metacon.

Not only do you need your DPS-3 you need a proof of date of purchase? WTF isnt that the same document? I need the sales receipt? Who is the authorized officer?

My PD is gonna go batshit fingerprinting my thumb 8 times.

1 Ruger 22/45 lite, w/threaded barrel?

I got the DPS-3s, not sure about the receipts.

Rimfire rifles are now exempt from the definition of an AW.  no need to register your 10/22 even if it has a threaded barrel, pistol grip, folding stock, etc.

I have a stripped lower, and complete lower. Am I right in understanding these get different treatment?


Can I put a 10/22 upper on either of them, and its a 10/22 rifle?

I'd  recommend registering the lowers as you intend to finish them.  You don't have to provide much description, and it is all by mail.

Not sure how legal it is, but once they gun is completed, how would anyone ever know?

Borrow parts to "finish" the lower into a functional rifle if you are uncomfortable stretching the truth on the form.
You know your arfcom buddies will make sure parts are around.
