A friend is about to get his concealed license and was reading through the regs and came upon this reg.

TITLE 21 § 1289.19 RESTRICTED BULLET AND BODY ARMOR DEFINED
As used in Sections 1289.20 through 1289.22 of this title and Section 2 of this act:
1. "Restricted bullet" means a round or elongated missile with a core of less than sixty percent (60%) lead and
having a fluorocarbon coating, which is designed to travel at a high velocity and is capable of penetrating body
armor; and
2. "Body armor" means a vest or shirt of ten (10) plies or more of bullet resistant material as defined by the Office
of Development, Testing and Dissemination, a division of the United States Department of Justice
                                                                AND
A. It shall be unlawful for any person to possess, carry upon his person, use or attempt to use against another
person any restricted bullet as defined in Section 1289.19 of this title.
B. Any person convicted of violating subsection A of this section shall be guilty of a felony and shall be punished
by imprisonment in the State Penitentiary for not less than two (2) years nor more than ten (10) years. The
sentence so imposed shall not be suspended.

He had been researching defensive ammo and had been on luckygunners.com and had decided on the
Corbon 115 gr. DPX which uses the Barnes solid copper bullet which would be illegal under the SDA.
He had seen some at a local gunshop and wondered how they could sell these if they're illegal to posses.
Does anybody have any more information on this?
TIA

IANAL, but the operative portion is in bold below:

“Restricted bullet" means a round or elongated missile with a core of less than sixty percent (60%) lead AND
having a fluorocarbon coating, which is designed to travel at a high velocity and is capable of penetrating body…

The core is less than 60% lead, but it does not have the fluorocarbon coating, so it’s not prohibited.

Correct, I'd just use any regular hollowpoint factory ammo.
