VCDLFirst, the bad news: Alaska carry and the restaurant ban repeal were
defeated by a single vote in the Militia, Police and Public Safety
subcommittee #3 this morning. :-(
There is no doubt in my mind that the Republican Leadership sent the
restaurant ban repeal and Alaska carry to that committee to die.
Well, they got their way. Also Delegate Roslyn Tyler (D-Jarratt),
whose district is partly pro-gun, has vote WRONG on every single
pro-gun bill that has come up in this subcommittee!
Now the GOOD news: YOUR EFFORTS TO CONTACT DELEGATE PAULA MILLER WORKED!
HB 1106, Delegate Athey's "Alaska Car Carry" bill (no permit required
for carry in a motor vehicle or boat if they are privately owned, and
no permit required to carry on your own property) was amended to
require notification of an officer that you have a concealed handgun
if you are stopped.
With that amendment by Democrat Delegate Miller, she was comfortable
supporting the measure, and it PASSED by a 3 to 2 vote!
HB 1106 now goes to the full committee.
We need to pay careful attention to the votes on that full committee
to make sure that this bill gets to the Floor and beyond.
In a frustrating move, the State Police were trying to run
interference on getting this bill passed. In the end, the VASP's
concerns were deemed to be unreasonable or not significant (even by
Delegate Carrico, who is an ex-State Police officer) and the bill
passed anyway.
