Private party sales are pretty much unlimited in non-Class III items.
I believe you have to be domiciled for 90 days in order to be considered a resident, though I could be wrong on this. Clark Bros is outdoors, they have some issues though, but they are the only 100yd range that is public. IWLA has an outdoor range but you have to be a member. Fairfax Rod and Gun too.
