I think it's limited to "racing fuel" in NE IL because of the emissions laws. I've seen octane 100 at the Shell station at Route 12 and Miller Road in Lake Zurich.
Depending on what you mean by NE IL, though, if you get out of the collar counties, you might have better luck. I can't speak to the accuracy, but this site claims to track ethanol-free gasoline stations. https://www.pure-gas.org/ Your mileage may vary (pun intended  ), so I recommend calling a station in advance to confirm the info is accurate.

Near Bloomington... The Hyvee store has it, as does the Wally's mega gas station in Pontiac. If you have a local Hyvee, may be worth checking into their availability. Casey's did have it at a lot of stores for awhile, then took it out all over the place.

Ricky Rocket Mobil at Barrington and Hassel roads in Hoffman Estates 100 octane 9 bucks a gallon last time I got it for my small engines.

Genoa City Mobile 1 right over the border on Rt 12 has pure 91. That's always my go-to when the lawn equipment cans get low.

Most Casey's stations have it, certainly in the Yorkville/Plano/Sandwich areas, but the PureGas app or site is typically pretty spot on as well.
