If I Form 1 an SBR receiver I am required to engrave my info as "the manufacturer",  so if I engrave an 0-80% did I just find a legal use for that receiver in Nevada?

No, well, not in nevada at least. The law says only licensed manufacturers are allowed to engrave the info and it has to be their info.

On a Form 1 you are the maker not a manufacturer. ATF differentiates the two.
