Silly question... any way you could make a jacketed round on your own and then fill it with lead?

Yes you can. Most or all jacketed bullets are made by taking a copper cup and forcing or "swaging" lead wire into it, then closing or crimping the end of the jacket.

There are dies and directions on how to make .224" bullets out of spent 22lr cases.

Other than that you would have to buy copper cups pre formed somewhere.
