Dear Gov. Doyle.

The state's majority does favor the Bill you recently vetoed. The University of Wisconsin Madison has been most vocal in opposing the Bill and the right to carry in the State or on UW campuses. Such a biased poll is hardly quotable. As a politician you should understand that any poll stemming of the "Berkeley of Wisconsin" would never support a fundamentally conservative movement or belief. Furthermore, the survey you quote was from a "random" sample of only 511 people! As an engineer I understand how meaningless your quoted poll is. Do you? The statistical sample is to low for reasonable error and the area(s) the sample was taken from is very questionable. I’ll quote the 71% in favor of the bill from Free Republic, how’s that for a biased poll?

The fact is that the Union's majority favors the right to concealed carry. 130 years of not allowing such a Constitutional right while WI remains a shrinking minority is not an argument. The groups you listed hardly sum to a usable point when compared to the state's total populous.

The State Assembly majority recognizes that WI citizen’s are in majority favor for a concealed carry bill.

It is your responsibility to look to the populous and not solely base a strong stance on biased polls or left-wing lobby groups (or right-wing for that matter). The fact that 37 other States are enjoying lower crime and have had minimal problems with allowing a armed populous should also be considered. In your debates where are all the armed citizen horror stories? "But in Texas, there'all a-shooting each other!" There is none, this is not the case in any concealed carry state.

Consider and research the following:

1) FBI uniform crime report clearly indicates less crime when citizens are armed.

2) The Interpol Crime report, particularly the 1998 one, clearly indicates less crime when citizens are armed.

3) Crime rate definitely decreases in armed areas vs. disarmed areas.

4) The majority of WI (and US) citizens obviously want this.

5) Here is one of many resources re-enforcing the facts stated above: http://www.mnccrn.org/download/dec01/page7.pdf

"In 1996 the crime rate in Concealed Carry states was 46.6% lower. In 2000, it was 42.2% lower."

I will remain animate in this cause and opposing your re-election.

Regards,

Jason

Dear Friends:

Thank you for contacting me to express your views about the concealed
carry legislation that is currently under consideration in the Capitol. I  always
welcome the opportunity to respond to the citizens of Wisconsin.

The legislation sponsored by Senator Dave Zien (R-Eau Claire) and Rep. Scott Gunderson (R-Waterford), has numerous problems. It would not deter crime,
but would be harmful to public safety in Wisconsin. It also is not
supported
by a majority of the citizens of our state.

Supporters of concealed carry legislation often claim that it would
deter
violent crime. In fact, violent crime has dropped more in recent years
in
states with strict prohibitions on CCW than it has in states with
weaker CCW
restrictions. Moreover, the number of crime victims who successfully
use
firearms to defend themselves is actually quite small, according to the
FBI
Uniform Crime Reports.

Most importantly, this legislation is not supported by the citizens of
Wisconsin. I have never believed that a majority of our state's
citizens
favor such a measure. This was confirmed recently when a
scientifically-valid survey conducted by the University of Wisconsin
Survey
Center found that 69 percent of those surveyed said they oppose a
proposal
"to allow people who can legally own handguns to carry concealed
weapons in
most public places." The idea was favored by only 27 percent.

As Governor, I consider the views of all of our state's citizens and
support
measures that I believe will enhance the quality of life for the
greatest
number of people. This measure falls far short of that principle, and
the
majority of our state's citizens know that.

Many important groups also oppose this legislation including the
International Brotherhood of Police Officers, the International
Association
of Chiefs of Police, the Wisconsin Chiefs of Police Association, the
Wisconsin Law Enforcement Coalition, Wisconsin Medical Society,
Wisconsin
Academy of Family Physicians, Wisconsin Coalition Against Domestic
Violence,
Wisconsin Council of Churches, and the Wisconsin Council on Children
and
Families, among others.

Our laws with regard to concealed carry have served Wisconsin well for
more
than 130 years. I see no reason to turn back the clock on public safety
more
than a century in order to support such a flawed piece of legislation.

Again, thank you for writing. Please feel free to contact me any time I
can
be of assistance to you.  Best wishes.

Sincerely,

Jim Doyle
Governor
