The Wenig $350 only covers gun fit finish, but you would need to send in the needed stock dimensions to get it right (read they charge more for fitting the stock to her if you don't have the needed dimensions, plus a trip needed to their shop to do it right. So in the match of things, you are forgetting that the stock needs to fitted to here, such as drop at heal, drop at comb, cast and cant, pitch, and even LOP with the recoil pad.

Could be, and may find it cheaper in the end to buy her a 3901 Target RL 26" instead,
The LOP can be adjusted via factory pre-fit butt stock pad if needed ( around $35), the cheek pad is full adjustable, the drop at heal and cast of stock is done by shim plates between the stock and receiver (comes with a few, but if you need one custom made, are around $40), balance the gun for her (lead in the stock and/or a a end mag weight cap if needed (cap goes for around $40 ) and the only thing that would need to have smithed would be stock pitch if it needs to be changed (about $20).
If you want to go this way, let me know since I will be back in town for a while and can give you a hand on fitting the gun to her for free if needed. Best guess between the gun and extra parts if needed, your looking around $1200 when it's all said and don that would fit and swing to her like a glove/second skin, and shoot right where she is looking without needed to contort to the gun in any form.
As for doing up a 1100, they can get just as spendy if not more when it all said and done if you are building up a match gun. Granted that you can start with a used 1100 feild model for around $400, but by the time you restock it, have the barrel work done, change out the trigger to a Timney, and finish weighting it, your deep into the mid thousand dollar range with smithing fee's.
Bottom line, if you are looking to low budget it, there is the 870 youth model that she can contort into (will not stay with the sport long though since she will be missing a lot since the gun will not correctly fit her right), but if you want to get here into the shooting sports and have her stay with it, then you need to get her into a fitted gun so shooting just becomes second nature with the gun not only shooting where she is looking, but swinging correctly for her as well.
