Fogive my ignorance, maybe its the bright shiny orb in the sky that is distracting me.

If I were to go to say Beaverton Oregon to TPD USA can I buy a rifle direct from them, and then drive back home with it? Or is there some law that will not allow me to do so? I know with pistols, even with a CPL you can't walk away from the store like in WA state. Here are the reasons I want to do this. Thanks for any help.

A) I don't want to pay sales tax
B) I want to look it over before I buy
C) I'm going down their anyway for vacation

You may want to edit part A out of your question.

There are some additional laws that apply to purchases made out of state with that intent.

Correct. A WA resident can go to OR and purchase a long gun from a dealer/licensee/FFL. Some states do have restrictions on residents purchasing long guns from out of state but WA is not one of them.

A handgun has to be transferred through a dealer/licensee/FFL in the purchasers home state.

(b) It shall be unlawful for any licensed
importer, licensed manufacturer, licensed
dealer, or licensed collector to sell or deliver—

3) any firearm to any person who the
licensee knows or has reasonable
cause to believe does not reside in (or if
the person is a corporation or other
business entity, does not maintain a
place of business in) the State in which
the licensee's place of business is located,
except that this paragraph (A)
shall not apply to the sale or delivery of
any rifle or shotgun to a resident of a
State other than a State in which the licensee's
place of business is located if
the transferee meets in person with the
transferor to accomplish the transfer,
and the sale, delivery, and receipt fully
comply with the legal conditions of sale
in both such States (and any licensed
manufacturer, importer or dealer shall
be presumed, for purposes of this subparagraph,
in the absence of evidence
to the contrary, to have had actual
knowledge of the State laws and published
ordinances of both States), and
(B) shall not apply to the loan or rental
of a firearm to any person for temporary
use for lawful sporting purposes;

Yes, out of state is not a problem with rifles if purchasing from a dealer.

I asked TPD about picking it up from them and they are not set up to sell directly to the public, but one of their employees is a FFL and can do the paperwork.

I believe they are currently running a 4-6 week back log right now, so hope you're not going anywhere soon.

A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee's premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.

Not going anytime soon, I still need to shake out the couch for all the nickles and dimes I can find. Then raid the piggy bank, then under the car seats, and anywhere else I can think of.
