CHAMBER CUT-OFF TUESDAY, 14 FEBRUARY

This issue of GOAL Post is being published on Monday, 13 February, vice
Friday, 10 February, because I was at the Shooting, Hunting, Outdoor
Trades (SHOT) Show in Las Vegas over the weekend and for technical
reasons could not send major multiple addressee traffic while on the
road. Normal publication will resume this coming Friday.

Very few gun-related bills remain alive. At this time, they are SSB 6598
(restricting shooting on Island County – OPPOSE), SB 6878 (CPL late
renewal waiver for deployed G.I.s – SUPPORT), HB 2622 (improved CPL
reciprocity – SUPPORT), HB 2951 (retired police officer certification –
SUPPORT) and HB 2958 (increased penalty for illegal use of toxic shot –
SUPPORT).

SSB 6598, the bill that would allow shooting to be prohibited on Island
County did not die in committee as I reported last week. The bill
actually passed out of committee as a substitute (SSB 6598), as reported
in GOAL Alert 4-2006, and still sits in Senate Rules awaiting a floor
vote. Apparently your telephone calls and e-mails have been working. At
this time (Monday morning) it remains bottled up in Senate Rules.

Another pro-gun bill was filed just before last week’s GP went to press
and remains in play. SB 6878 by Senator Mark Doumit (D-19) would allow
military personnel who are deployed out-of-state when their CPL comes up
for renewal to apply within 90 days of their return to the state without
the $10 penalty for late renewal. The bill passed out of the Senate
Government Operations and Elections Committee and is in Senate Rules
awaiting movement to the Senate floor.

Tomorrow (Tuesday, 14 February) is not only St. Valentine’s Day, it’s
also chamber cut-off day. Bills that have not passed out of their
original chamber (Senate bills out of the Senate, House bills out of the
House), are technically dead for the remainder of the session. We’re
just past the half-way point of the 2006 regular session. Twenty-four
days remain. At this point we’re in pretty good shape; a handful of
good, pro-gun bills have died, but all anti-gun bills have died along
with them. It would take a major incident to resurrect an anti-gun bill
at this point. Twenty-four days and counting…
