A public hearing on SB 6258 (expanded gun free school zone) was held on 17 January. The hearing was overtime, and testimony was limited. Serious concerns about the scope of the bill were raised. The incident that prompted the bill was the tragic stabbing death of a school teacher last year – so why focus on guns, ammunition and accessories? The bill now awaits action in the Senate Judiciary committee, but may be deferred to the interim (post-session workshops) for reconsideration next year. A House counterpart, HB 2861, was filed this week.
Several more gun- and hunting-related bills have been filed. SB 6358 (Morton) waive hunter education certificate requirements for members of the armed forces who can furnish proof of military firearms qualification. SB 6598 (Haugen) would effectively eliminate hunting on county-owned lands in “any county composed entirely of islands.” (I’m sure you’ll be surprised to know that Senator Haugen comes from Camano Island, where hunting has been a hot topic for a couple of years now as Seattle yuppies relocate to that island.) SB 6616 (Haugen) would prohibit hunting within one mile of a pre-school through 12^th grade, public or private. HB 3092 (Morrell) waives the $10 late fee penalty for CPL renewal by members of the armed forces who were overseas at the time their CPL expired.
(Note: GOAL’s legislative focus is on the firearms issue and bills directly impacting the acquisition, possession and use of firearms. While we try to cover hunting-related bills of interest, time constraints may preclude thorough coverage.)
Several public hearings are scheduled next week on gun and hunting-related bills. See the complete list below. The most critical for gun owners is the Senate Judiciary Committee hearing at 3:30 p.m. on Tuesday, 24 January. SB 5343, last year’s holdover “gun show loophole” bill will be heard again, this time with Washington Ceasefire having prepared a string of Seattle’s elite to support the bill. The legislature publishes the next week’s schedule on Wednesday the week before to satisfy public notice requirements. We were told on scheduling day (Tuesday afternoon ) that no gun bills would be heard in Senate Judiciary next week. The schedule, published electronically late Wednesday, had no gun bills listed. Thursday at 4:38 p.m. the schedule was amended to add SB 5343 to the 24 January hearing. But at 1:59 p.m. on Tuesday, Washington Ceasefire posted an e-mail alerting its members to the 24 January hearing, more than 50 hours before the public was given this information. Insider information?
