My father is cleaning out his safe and he wants to send a .45 my way as a gift.  I live in PA.  He lives in WI.  We don't see one another nearly often enough.  PA allows FTF for in-state transactions.  However,with us being residents of different states, that rule doesn't apply.  What are the rules for a firearm gift from out of state parents?

This will likely be the first of several, so I want to do this the best and cheapest way possible, while remaining completely legal.

A firearm has to go through a FFL.

Just have him send it via ups next day to an ffl near you.  FFL will do a transfer to you.  Call around, and see what shop has the best price for receiving and transferring.

I suspected that was the case.  I have a few local FFLs that see a fair amount of my money.  When my folks come to town in a couple months, I'll just have him bring it to do the transfer in person.  There's no rush to do this immediately (health or otherwise), so it can wait until that time.

Within PA a father-to-son gift does not need to go through an FFL.  Not really sure if the father is an out of state resident though.
