I live in NY and lets say I had my PA CCW permit as well as NY.  Would a friend that didn't have a PA permit, be legally allowed to use my pistol at a range in PA?

Yes...theres no permit required to purchase a gun in PA or use one at a range.  They'd be OK as long as they legally transfort the firearm to the range (Ammo & Gun seperate without CCW).
