Your problem may be the distance from your nearest local hub. (The boxes you see that are a grey color, usually taller than they are wide. With company's name on them At&t,Verizon, Qwest, Etc.) Your physical distance may be creating a lot of bit errors and problems keeping a good connection.
Is Verizon available in your area? If so they have fiber optic service which should blow away any (DSL/Cable) prodiver away at the moment. COSTLY though. I've never had any problems with my At&t DSL though i have a dry loop without a phone line and i'm super close to box out in front of the neighborhood.
Verizon Fios base speed is 15mbs. At&t's highest speed is 18mbs.
