COLUMBUS - A Senate committee moved closer yesterday to approving a controversial bill allowing Ohioans to carry hidden handguns.

Members of the Judiciary Committee on Civil Justice focused on the question of whether permit-holders should be prohibited from having guns at easy reach within their cars. The prohibition is something Gov. Bob Taft has insisted upon before he would sign such a bill, but its inclusion could alienate some gun-rights groups supporting the bill.

The bill is on the fast track in the Senate, but it remains to be seen how the House might react to some of the changes pondered in the Senate.

"If the Senate is thinking about that part of the bill, I think we’re going to have a serious problem," said Omar Ganoon, a Columbus investment banker, competitive shooter, and National Rifle Association member. "I think that would really gut the liberties aspect of the whole issue of the right to carry."

Mr. Taft has vowed to veto the measure without the support of law enforcement. Language that would require guns in automobiles to be secured and not within easy reach has been sought by the Ohio Highway Patrol. The patrol, like the Fraternal Order of Police and Chiefs of Police Association, is opposed to the measure as it passed the House in March. The Buckeye Sheriffs Association supports the bill.

"Keep in mind that the highway patrol is an arm of state government and state government reports to the governor," Mr. Ganoon told the committee. "If the governor decides to veto the legislation, that’s his prerogative. Certainly we have enough votes in the House to override the veto and I think support in the Senate is strong too."

The House voted 69-28 across party lines to allow Ohioans who’ve lived here at least 45 days, are at least 21 years old, complete a 12-hour firearm-training course, and pass criminal and mental-health background checks to receive licenses to carry concealed handguns on themselves and in their cars.

The constitutionality of Ohio’s current law, which prohibits concealed carry with a few exceptions, is being challenged before the Ohio Supreme Court.

The House bill would allow private property owners, including businesses, to prohibit guns in their establishments. The Senate is considering an amendment that would extend that to allow businesses to do the same with cars in their parking lots.

"That is part of an employer’s private property," said Sen. Steve Stivers (R., Columbus). "When two fundamental rights bump up against each other, we have an issue."

Sen. Steve Austria (R., Beavercreek), the committee’s chairman, said negotiations continue with the Senate, NRA, and governor’s office.

Mr. Taft has said he was "very close" to agreement with a version of the bill that passed the Senate just before the end of last session. That version, however, alienated virtually every gun-rights group except the NRA, as well as GOP leadership in the House.

If we can't get this through w/ Taft in office, imagine how hard it would be w/ some flaming liberal (not that he's far off from that!).

I wonder if the vehicle restriction they're trying to get through would apply to a bicycle? Per the ORC, it's considered a vehicle. I'd hate to think that I couldn't carry when I'm out mountain biking, but I could carry while walking on the same trail. I just hope that enough people come to their senses about this whole issue.

I also like how the Highway Patrol opposes the guns in cars thing. I'm sure that's exactly what they were told to think. I can just see the budget slash the minute they oppose the one who gives them their bread and butter, so that fact that they oppose the bill really means nothing to me. The FOP on the other hand does matter, but with the Buckeye Sheriff's in favor of the law, I think that adds some well needed balance to a bill that is opposed mostly by the ignorant and spineless.

I like GOA's position on the qhole thing: DON'T pass this bill. Wait until the courts rules we have "vermont style" carry, and tell Taft to go ride a Pork Sword...

Why are people from Ohio so much more deadly, or careless, or blood thirsty that the other 44 states with CCW?
We went through a lot of this in KY before our CCW was passed, but they never had a problem with the gun in the car thing.
The KY press just whined and wrung their hands about shootouts over fender benders and all the Rambos that would be created with CCW. (Didn't happen, just another state with a big drop in crime)
With the stats out there from all the other CCW states, I can't see how the Anti's & Taft's arguements can hold water. Unless Ohioans really are a more blood thirsty bunch! :)

Well, truth be known, we Ohioans are all a bunch of friggin' psychos...

Taft is truly lost. He is a demonstration that the difference between Republicans and DemocRats is not so much.

There is absolutely NOTHING I can say good about Comrad Taft!! I hope he vetoes it and gets over ridden. We need a GOOD CCW bill, not some gun control POS.

As for the OSP, all they are is tax collectors. As a police force they are worthless and should be disbanded. I could care less what they think.

Toss up which is the more worthless, Comrad Taft or his lackeys, the OSP.

The CWRU shooting points out Comrad Tafts contribution to murder in this state - again. One guy with a CW could have prevented that insanity. Blood is on the hands of our worthless governor and behind the curve legislature!
