Good afternoon,

I have a few hundred rounds of 45 cap handloads I’m not going to shoot. Was thinking of shipping them to my buddy in  California so he can use them.

No money is changing hands.

Can I ship my reloads to his doorstep or no?

You can do whatever you want.  Whether or not he can receive without breaking the law is the question (the answer is no, unless he has a C&R and CA COE).

Realistically, if you sent them and didn't advertise the fact, nothing would happen, and my own observations seem to affirm that.
