As far as I can tell stock M1 carbines are featureless and don't need to be registered.

Am I correct or should I let my 89 year old mother hold on to it for me?

Yes, it considered a featureless weapon...unless it's an M1A1 (folding stock).  Leave off the detachable flash hider too.
