Since once a CCW is issued it is good throught the state right? Would it be possible/reasonable to become the resident of a shall-issue county to get a CCW?

you'd need an address in that county, that has utilities (Power/water etc). DMV won't let you register your address to a P.O. Box for your DL, probably the same for car registration.

Uh.....if you're a resident you're allowed to apply just like any other legitimate resident of the county.  If you're thinking of just getting a cheap apartment in your name and subleasing it or some other such methods, be aware that some counties will send guys out to talk to your neighbors to make sure you really live in the county.
