I understand that its legal to transfer pre-1899 rifles throughout the country. Is it legal here in california also? Tapco is selling early mausers but I want to double check before I order one.

It's perfectly legal.  California law mirrors Federal law on the subject of antiques.

go to gunsnammo.com for pre 1899 finn m39 mosins. they are a better deal and better condition. check back once a week as they update the list. also gunboards.com has a good for sale forum that often has antique guns for sale.
