AB50 and AB992 are currently on the "Suspense File" in the Assembly Appropriations Committee.  These bills, and others, could come off of the suspense file, for a vote, within the next week or so.  

Legislation:
AB 50 (Koretz) - .50 Caliber Rifle Ban - would ban the sale/possession of rifles that are chambered for the .50 BMG cartridge and the sale/possession of .50BMG cartridges.  

AB 992 (Ridley-Thomas) - Ammo Tax - Amended to direct revenues to a "Victim Reimbursement Fund."

Action requested:  
KEEP UP THE PRESSURE!!!   Your voice is being heard in the Capitol.  Please continue to CALL, FAX, and EMAIL the legislators, especially those listed below.  All three methods of communication are effective and we must keep up the broad-based effort.  Urge them to oppose AB50 and AB992.

Legislation:
AB50 (Koretz) - .50 Caliber Rifle Ban - would ban the sale/possession of rifles that are chambered for the .50 BMG cartridge.  AB50 is on the Assembly Floor.  

AB 992 (Ridley-Thomas) - Ammo Tax - This bill would levy a tax on the sale of ammunition of 10 cents on every cartridge sold at retail to fund a “Victims Reimbursement Fund.”  AB992 is on the Assembly Floor.  

SB489 (Scott) - Semi-Auto Handgun bill - would have required that all semiautomatic handguns, manufactured after a specific date - that are imported and sold in California, be equipped with a loaded chamber indicator and a magazine disconnect mechanism.  SB489 is on the Senate Floor.

SB601 (Perata) - .50 Caliber Handgun Ban - would ban sale/possession of .50 caliber handguns. This bill is aimed specifically at the new S&W .500 Magnum cartridge but would also ban others.  SB601 is still on the Suspense File in the Senate Appropriations Committee.

CALIFORNIA LEGISLATURE TO HEAR AB-50 ON JULY 1

50 Caliber Ban in California:

The hearing date for California AB-50 has been set for July 1st and will take place in the Senate Public Safety Committee. In spite of testimony by the LAPD that a fifty caliber rifle has never been used in a crime in the state of California, gun-ban legislators continue to ignore a 38 Billion dollar budget crisis in favor of vilifying a firearm safely enjoyed by thousands of sports enthusiasts for decades.
FCSPI President John Burtt will be one of only two witnesses allowed to testify in opposition to the bill at the July 1 hearing. This may be your LAST CHANCE to call, fax or email the Governor or your legislators and tell them to say NO to AB-50.

50 Caliber Shoot

The hearing on AB-50 that was scheduled for July 1st in the CA Senate Public Safety Committee was postponed at the “Request of the author”. Assemblyman Koretz (D-Hollywood) removed his bill from the agenda just as the committee convened at 10:40 AM on Tuesday. The hearing has been rescheduled for Tuesday July 8th at 0830 AM in the same committee. FCSPI will be there.

You will note that very few personal letters of opposition have come in on this bill to the Senate Public Safety Committee. This is one of the biggest gauges they use to judge how their constituents feel on a particular bill. We still have a week left and need all the help and support we can get. SB489 has been in a holding pattern since the .50 cal ban was defeated on July 8. I'll post here if I get an alert.

In a desperate attempt to gain passage, the author of this ill-conceived piece of legislation has once again amended it, but it is still bad!  SB489 is currently scheduled for a vote on August 20th.  TAKE ACTION TO OPPOSE!  See "Action Requested" below.

Late update:

SB 489 passed out of the Assembly Appropriations Committee with the minimum requirement of 13 votes on 8/20.

In order to pass this bill, it was necessary for the proponents to "send the 'sergeants' to round up" all of the members of this committee who seemed to be avoiding being present when this bill was voted on.

We now shift our focus to the full Assembly, where we expect SB489 to appear in the near future.

SB489 has passed the Assembly and Senate and is now headed to the governor's desk.

Please CONTACT THE GOVERNOR'S OFFICE and ask him to VETO SB 489. Unlike the federal government and most states, in California, when the chief executive fails to sign a bill on his desk, it BECOMES LAW by default in 30 days.

TOO LATE...even if Davis doesn't sign the damn thing it'll go into law within 30 days, at least that's what I was told.

I did send in a fax and called several times...but, like I said, it's too late because this WILL BE THE LAW as it passed the state house and senate(SB 489).

9/24/2003 2:30 PM: SB489 was signed by the governor, against the opposition of law enforcement agencies across California.

Ignoring the pleas and advice of sheriffs and law enforcement organizations state-wide, safety experts and law-abiding citizens, Gray Davis' pandering to recall politics has opened California to the threat of civil litigation in an already crisis-beleaguered state. Stay tuned for more information.

Or you can switch to building your own.  There are no state restrictions on firearms you hand-craft for your own personal use as long as you don't create an "assault weapon", full auto, etc.

time to end the last minute kiss ass laws.

I'm getting conflicting dates, but it appears the dates are:

By 1/1/2006, all semiautos must have either a loaded chamber indicator or a mag disconnect.

By 1/1/2007, all semiautos must have both a loaded chamber indicator and a mag disconnect.

If a handgun is certified in, say, November 2006, and only has one of the two features, it appears the gun will remain certified through 2007 or until its certification expires. At that time it will need both features to be certified. So, it's not a case where every gun certified in 2006 will be uncertified 1/1/2007.
