Is the 922R law for guns you build yourself only? If a person buys an AK or G3 do they still have to find US parts for it?

The USA built imported type rifles are already compliant (read built with enough USA parts to be considered legal).  
So this means that if you buy a USA built import model, you have to watch what you are changing out to keep the import parts count correct.

You'll also have to comply if you plan on changing out a thumbhole stock rifle.
