You should have them fix it, if you attempt repair and fuxxor it bad, they could say you are the problem and its not under warranty.

Its undertimed.  That means the barrel is not screwed on so the front sight is straight up.  You need to take it back to whomever built it.  Make sure he doesn't just torque it down more without re-checking headspace.  If its off that much, he may have to replace the locking shoulder to make it headspace correctly.
