Is there supposed to be a detent ball and spring that goes in the small hole underneath the large hole on the left side of the reciever?

I'm not quite sure which hole you are referring to.  On Springfield Armory, Inc. receivers there is a small hole on the right hand ear exterior for the placement of a small detent ball.  This is how Springfield Armory incorporates a NM (1/2 MOA) windage knob into the rear sight.
