What exactly is supposed to be the difference between a roll pin punch and a roll pin starter punch?

I bought a 7 piece kit of each one (was told I needed both) and from what I can see the only difference is the length of the punch.  If that is the only difference do you really need both?

I use roll pin starter punches, these have a hollow end that the pin sits in to allow you to start the pin easier.  I then use a regular roll pin punch to finish seating the pin.  Regular roll pin punches have a nipple at the end that centers the punch on the pin.
