I believe that is the law, you must buy the firearm in the state in which you reside.

There are 2 exceptions- shotgun and rifle. Those can be purchased out of state. They're the ONLY 2 exceptions

Yeah I just did some digging and found the ATF letter on this matter. Looks like NICS was correct.
