wouldn't a 1:12 stabilize from 147gr to 175gr.   i think its the right twist for a battle rifle.  on a precision rifle i would go with a 1:10

You may be right.  Most of my experience is with precision rifles in 308.  My thinking is 1:10 will also stabilize from 147gr up.

I was comparing the 17 to the ACR. I had big hopes for the 17. Now if it was 16 vs ACR then I'd say Scar 16 even though i can't change the barrel.

1:12 will work fine for surplus up to 175gr bullets.  You're not going to use anything heavier for that anyhow so what's wrong with it.
