You can, and you can load them with just about anything.  Well, stay below 1/4 oz of explosive material to keep the ATF happy.  If you want THE 37mm and 40mm reloading source, visit www.freewebs.com/grog/products.htm  Grog has a very good reloading CD and DVD, and other information as well.  There is also a forum with some good information.
