I have a friend waiting for his paperwork to clear with the ATF for a AAC can for his HK 45 acp Tactical Pistol. Is there any one who sells or builds threaded 1911 45 acp barrels that would allow him to install this can on his 1911?

Just buy an extended target barrel and have it threaded to whatever weird thread pitch the Germans use...

OR you could try getting a custom TROS adapter for a standard threaded 911 barrel.

The metric 16 x 1 LH (or RH SOCOM) is too large to work on a standard thickness 1911 barrel.  If you want to use this thread diameter you will need to get a "bull" barrel and fit it without a barrel bushing, see this LINK

Or you could just get a new piston for the AAC can with the correct thread for a 1911, they are easy to swap out.

You will want a .578 x 28 thread pitch on your standard 1911 barrels.

A new piston for your EVO 45 will cost $75 and can be interchanged with your M16 x 1LH piston that the HK requires.
