Is there a method that the FBI (or anybody, for that matter) uses to measure the amount of fragmentation of a round as it strikes Ordnance Gelatin?

For example, if they say the bullet was 100% fragmented, how is that different from 90%?  Did 10% of the bullet stay perfectly intact?  

Or do they go on the weight of the fragments--say, 100% fragmentation means that all fragments were under Xgrains in weight?

Somebody please explain how testers quantify their fragmentation tests...
