what are your opinions on a .308 20" vs 24" tactical rifle? is it true i will lose around 120fps?

A law enforcement rep from Remington once told me the 308 pretty much burn itself out of powder at the 20 inch length, but the extra four or six inches is great for stablizing the bullet. that is where it will give you the distance down range.  I have a Remington 700 with 20 inch barrel, it works fine for me out to 500 yards.  I have not try anything further yet.
