I should be the last guy to ask, "Why?"

To my way of thinking, a 9mm Win Mag would be the way to go, if you were inclined to build a thing like this.  Something rimless, and a 9mm based on a 7.62x39 sounds better.

Tromix has made some, but they are closed up now.  Although, you might be able to find some of their work on the used market.

I believe there already is one- it's called the .357 Sig carbine upper.   It matches your .357 mag needs, and is a good cartridge for carbine use.

To the best of my recollection, Tromix didn't make a .357 Mag AR upper. However, he did produce exactly four (4) uppers chambered in .44 Mag.

Who produces a .357 Sig AR upper?

.357 POOH  Go for the Tromix .458Socom.  300gr  Big time bang lots of power.  Uses standard AR Mags.
