What's the difference between a "1913 Picatinny rail" and a "Weaver base"?  Is there even a difference?  Dazed and confused in Phoenix...

Mil. 1913 is a specific blueprinted size - weaver rails can vary in dimension from one maker to another.

Do all ar15 flattops have the milspec 1913?

I don't think so.  ARMS specifically says that they guarantee their #45 on the ABC (Armalite, Bushmaster, & Colt) flat top uppers, but not on others, which leads one to belive they're not all milspec.

In another thread someone reported problems with a Rock River upper (as I recall) rail being not spec.

I think Rock River had some problems with their rails.

IIRC OLY made flattops in either Weaver or Picatinny for a while, all new uppers are Picatinny. Their FIRSH handguards are Picatinny but the first run was Weaver type rails.
