My guess:
Looks like one of the new non-lethal weaponry pieces, seems I remember seeing something that looks like it that shoots a goo-ie foam rapid expanding type stuff that imobilizes the suspect unharmed.

Tattoo, I think you are right.  The wire buttstock below the large tubular opening is suggestive of a rocket launcher or a recoiless rifle.  The tube over the shoulder makes for a "backblast area clear" situation.  

The only thing that bothers me is how close to the ear that opening is...

I believe the backtube is the actual rocket.
Once fired you remove tube and load another...

The original posted picture is deceiving because of the angle and poor lighting.

Looks a little like that P.O.S. (Mark 1, Mod 0) Land Warrior System with the integrated camera/sight and "smart" artillery grenade launcher.

As everyone has said it is a Mk153 83mm SMAW recoiless/rocket launcher.  It is designed as a bunker buster with a secondary anti-armor role.  The sight on the weapon is very simple and the gunner also uses the coax 9mm spotting rifle prior to firing the rocket.

listen to STLRN, he knows of what he speaks. its a SMAW, its made in israel, and it will make you DEAF. being AG on one of those things when it goes off is like having your head next to the tail of an F-18 on take off. its PAINFUL even with plugs in. the weapon in the picture does not have the actual rocket in place. in most training scenario's a dummy rocket tube is attached and the 9mm spotter rifle is used.

Your right Devil Dog, the only thing I have heard louder than a SMAW before are M198 firing red bag, M1A1 main gun and satchel charges.  But that is what you get with recoiless weapons

Yep that is a SMAW. I was an 0351 anti-tank assaultman(SMAW gunner) in the Marines. I carried that quite a bit but rarely got to shoot it so I transfered over to the machine gun section, because they fired their weapons regularly. It is adapted from the Israeli B-2000.
