I've got to get this carry handle scope mount and rings for my new red dot sight.  I can't find 30mm rings at cheaperthandirt and I want to spend less than 5 bucks, at most less than 10 bucks.

You might want to explain your problem more clearly. From the title of your thread you have a 30mm red dot scope. To me that means the objective diameter. There are several 30mm red dot scopes. Are you confusing ojective diameter with tube diameter? If so, you probably need 1 inch rings.

In red dots, the body diameter is the typical measurement given.

No, a 30mm tube won't fit in a 25.4mm hole.  Not without a really hard push.  Try Midway or Natchez Shooters' Supply for inexpensive rings.  Any 30mm, Weaver (or clone) base ring should work.

45164  Millett AL00920 Angle-Loc Scope Rings for Weaver Style Bases, Aluminum, 30mm, Medium, Silver 2 $15.65 (You can Paint them if silver isn't the correct color)
