Ok, the Import Ban of 1989 modified the restrictions that had been on imported rifles since GCA 1968. It made it illegal to import semi-auto rifles with more than one military feature. Those banned features include:
- Detachable mag
- Bayonet lug
- Pistol grip
- Folding/Collapsable stock
- Flash suppressor/threaded barrel
- Military Bipod
So, this would cover ALL SKSs imported after 1989, which is the vast majority of them...
EXCEPT that Russian and Romanian SKSs, in stock configuration, are considered Curio's & Relics, so as long as they remain in stock configuration, they are allowed to keep their bayonets.
Chinese SKSs are NOT C&R, and cannot have bayonets in any configuration, unless you have proof of importation/sale prior to the revised regs that went into effect in 1990. Again, 95+% of SKSs were imported AFTER the ban, because they weren't all that attractive when you could still import AKs for cheap. Note that BATF is okay with Chinese SKSs keeping their bayonet lugs intact, given that they aren't of "quick-detach" style, as long as they otherwise remain in stock configuration.
BATF wants you to grind the bayo lug off if you are going to add a detachable mag, hi-cap fixed mag, pistol grip, or whatever.
