Local store here in WV has M1 Garand rifles for sale tomarrow for $399, is this a good price? What should I look for when I go and look at them? Also they have Romanian .22 cal training rifles for $49, how about these?

It will more than likely be one of the Century Garands which have a pretty bad reputation.  Here are some related comments if you haven't already read them -

The Romanian .22's are a pretty good deal just spend a little time picking the one you think is best.

Actually $399 is the everyday price for horrible Century M1 clones.  For that price you can get a returned M1 rifle from Denmark, or for another $100 an all USGI.  From CMP.  See their website at www.odcmp.com.
