Not sure if it will work and a bit higher in price than you asked but a Springfield Armory M1A scout mount will work on a ton of guns. The requirement being a barrel about .750 in diameter IIRC.  Put one on an Ishpore 308 Jungle Carbine (backwards worked best) after removing the factory rear sight.  Worked like a dream, only mods to the gun were removing the rear sight and some minor inleting to clear the mount.  Should work on lots of surplus rifles and it's simple to install.
