Exporting small arms & components is not a trivial issue, and is generally only done by licensed exporters. There are lots of laws & red tape involved. I recommend contacting ATF for more info.

Exporting, oh my god. I am a licensed importer of firearms and firearms accessories. This requires an FFL and an importers license. Basically you just deal with ATF Imports Branch and the US Customs Dept. Not too difficult once you get the hang of the paperwork. I recommend going thru a licensed Import Broker to save hassles with post a Customs Bond and the final paperwork to clear your stuff.
Exporting is a real pain in the ass and even I don't do it. The US Deparment of state gets involved here, and you do need an FFL, export license and submit paperwork to all the above and the Dept. of State. Better be ready to do a lot of paper work to get it done and better make good $$$$ to make it all worth your time and frustration. Denny |

You guys mean they (ATF) treat Magazines the same as Firearms in regards to export?

No, but the export of mags, parts, ammo, and all sorts of other gear (both firearms and non-firearms) which has military use is heavily regulated under the Arms Control Export Act of 1976 (IIRC).
