Is the sight not adjustable from side to side?

IIRC, the front sight post is offset from the threaded screw upon which it rotates.
Look straight down on the thing, and you should be able to see the offset. That offset is your initial windage adjustment. It's a little tricky adjusting initial elevation and zero at the same time, but you'll get the hang of it quickly enough. |

You need to talk to these guys. There have been problems with this especially concerning the positioning of the front sight assembly.

Windage on a CETME is adjusted by turning the front sight, it is off-center on the post and as your turn it it moves from left to right. Look at it from the top and you will see what I mean.
